Hello,
The toolbar-l, r-toolbar positions, logo, header, and search does not display on mobile!
Is this normal?

Yes its normal, these modules are disabled by default in mobile devices.
You can remove the class "uk-hidden-small" from file: layouts/theme.php to show the modules on mobile devices.
