I would like change positioning in top-b when I see the website in a mobile device that each block can see top to bottom.

Hello,
please take a look at the Template options > Layout > Grid
and check if the top-a has "stacked on phones"

Another option is to remove the second right module which is published on "top-a" on mobile phones.
