The Read More only works in Blog Layouts. Select a menu type of Category Blog Layout or Featured Articles Layout. The single article will always show the hole article, but the intro can be configured to show or not.

Therefore its not atemplate problem. You can check that if you switch to the default "protostar" theme.
Here you can see the same result.
