I disable all compression tools and delete my Browser cache. Add !important to code. But not change.

I could not see an "important" behind the code.
BTW you can edit the section space directly at the Theme configuration > Background

you can do this in same way.
Just anaylze the css and then insert the cusromized css code to your css/custom.css
