Fatal error when updating Joomla to 3.8.9

Hi support team, I'm developing a Joomla website in local and today I tried to update from Joomla version 3.8.8 to version 3.8.9.
After progress bar, I got this both in my frontend and backend (can't access admin panel!):

As you can see, I'm on Windows and I'm using Wamp (x64). I have PHP 5.6+.
I used a backup to recover the 3.8.8 site version and I retried to update but I got the same result.
Any suggestions?

Yes its was a Joomla Bug in 3.8.9
