How do you unpublish the four round icons at the top of the page

Please check out the module positions, here you can disable the module position "topbar-r" where the icons are stored.

Can you please tell me where I can activate the topbar-r and topbar-l positions. I have tried adding a language switcher to these positions but nothing is visible.
I cannot see topbar-r or topbar-l in template profile?
I am working with the HOPE template.

The Hope template has other module positions: > toolbar-r and toolbar-l

Please dont post the question for hope template at the blog template.... We are getting confused
