I have just checked this site on Google Mobile Test and it shows 14 resources that are blocked by Robot.txt

Without commenting out Modules
I would rather add an Allow for files that cause the mobile version not to test as it should

You can add the files to Robots.txt to allow the Google bot

Is there a quicker way than adding Allow: /.... 14 times?

You can add a wirldcard to the folder where the files are stored

Allow: /css/
Allow:/*.css

Problem solved.
