I want to use a cookie alert on my wordpress theme perfect, but it does not appear. When i use an other theme it's working. it seams the header or footer doesn't work with a cookie allert, how can i let it appear on header or on footer?

I don't use a script in my wordpress site, but a plugin (cookie-notice). So i can choose to appear up or down. it means footer or header position. But it's not visible and when i test with an other theme, it is visible.
