47.19) is no issue either.

But a pointer might be easiest.

We were able tpo solve the issue by installing PHP as well. This is not installed by default on Windows. We installed through the Web Platform installer.
So install IIS, MySQL and PHP!
Installing PHP doe generate an error for the admin install, but it is not needed.
