Is it possible to avoid a display as it appears on the attached picture "Capture01.jpg" and go directly to the smartphone display "Capture02.jpg"

In fact the problem is on Ipad (Capture01.jpg)
I have tried to reduce the width of the image header position to have a total width with 1024px logo, but in this case the desktop on display is not satisfactory since the logo and image Haeder chagune take in the half of the width.
My problem is to have the same display on computer than on the Ipad
I am willing to pay you for it
